VPK Vouchers and McKay Scholarships

The mention of the McKay Scholarships for K-12 students in some of the blogs has prompted me to start this new one. I think there is much that can be learned from comparing the VPK vouchers, which are offered to all children and the McKay Scholarships, which are targeted to children with disabilities.
